Halsnæs Municipality has a clear ambition for its future. But turning ambition into action requires difficult political choices particularly when development, nature, local communities, and economic sustainability pull in different directions. SJ&K supported the municipality in creating a shared framework for responsible development and political prioritization.
Project details
Halsnæs is a municipality with a strong local identity, unique natural qualities, active communities and ambitions for growth. With Vision 2035 (Halsnæs in Motion) the municipality already had a clear long-term direction for attracting residents, strengthening quality of life, and protecting its distinctive character.
The challenge was therefore not to develop another vision. It was to make the existing ambition actionable. As priorities around housing, business development, tourism, welfare, nature, and local development intersect, the municipal council needs a shared basis for navigating difficult trade-offs insuring sustainable growth.
SJ&K designed and facilitated a strategic process combining dialogue with the mayor and executive management, analysis of existing strategies, and a municipal council seminar. The process focused on shared ambitions, recurring political tensions, and principles for moving forward when interests conflict.
The outcome is a stronger common foundation for political decision-making – translating Vision 2035 into clearer priorities and connecting long-term ambitions with planning, budgeting, and concrete choices across the municipality.
